Here are five facts about Arceus' unique anatomy. This seems like an incredibly important part of Arceus's anatomy that would be showcased in some way. However, Arceus has never been seen with any arms at all -- not counting its four legs. However, these are Plates, powerful items associated with Arceus. Likely, this description is more metaphorical than literal, with it instead meaning that Arceus crafted the universe as if it had 1, arms. Going back to the religious imagery of Arceus, this may also be drawing a connection between Biblically accurate versions of Judeo-Christian angels, which were sometimes described as having extra limbs.
This is possibly one of the strangest facts about Arceus, as it's rather strange to imagine a god emerging from an egg. Even when looking at religions and mythologies that depict the births of gods, they often mention the god coming into existence in some sort of supernatural way. Much like Arceus's 1, arms, this could be more symbolic than literal. Dialga has control over time, Palkia controls space and the oft-forgotten Giratina has control over antimatter.

Its body color is white with a gray, vertically-striated underside, the pattern of which has similar recurrences on the underside of Arceus's mane, tail, and face, and Arceus's pointed feet are tipped with gold hooves.
Its mane is quite long, jutting away from its head, and its face is gray, with green eyes and red pupils, and a green circular pattern below its eyes.

It's appearance also bears some resemblance to a llama. Arceus will change color as well as type with whatever type of plate it is holding. It is shown with other colors of the wheel, though always being different.
Multitype allows Arceus to change its type based on whichever plate or type-specific Z-Crystal it is currently holding. The "1," arms could be Arceus's move "Judgement" but this is still unknown. Arceus can also easily hold off Giratina, Palkia, and Dialga all at the same time, making it incredibly powerful and it can speak using telepathy.
It is also capable of learning Draco Meteor if given the Draco Plate. It can learn nearly every move, excluding ones that require the use of arms or hands. The exception to this is Seismic Toss , although it can be presumed that it can lift its foes with telekinesis. So far this has been the only way to get an Arceus except through the use of a cheating device. Arceus is captured in Diamond, Pearl, and Platinum versions after obtaining the Azure Flute event item through the aforementioned cheating device and using it to gain access to the Hall of Origin.
In the game, there exists data for the??? Type Arceus and apparently the??? Plate as well , but there is no way of obtaining it except via hacking. It is possible that Nintendo only put a??? Plate in the game's code to keep it from crashing. On the final floor at the last dungeon, your hero will find a Silver Arceus Statue.

Its design may also be based off on an alpaca or llama, religious depictions of lambs, and the Urcuchillay , an Incan deity said to take the form of a multi-colored llama.

So in my opinion, this it probably isn't judgment when referring to the thousand arms. Now to get into my theories. My first, less-likely theory, is a secondary form of Arceus. People are always saying Arceus is gonna get a mega or primal form, and I only half-believe that, I believe it's gonna get a new form someday but not a mega or primal form.
But whatever it is, this new form that everyone speculates could have the "1, arms. Again, this is my less-likely theory, but it's not impossible.
My last, and more logical theory about this is the Unowns! Everyone knows about the Unowns, which ironic they're literally named, "Unown. But the biggest giveaway of their connection is the Arceus event in Heartgold and Soulsilver to get one of the creation trio. That event was frickin awesome, the images were so realistic!
My theory is that the Unowns are the "1, arms" that Arceus has! My proof is while there are only 28 variations of Unown, there are way more than just 28 Unowns in existence. There are hundreds, maybe even a thousand! The connection the Unowns have to Arceus is they are descendants that Arceus created to help shape the universe, and now just watch over the universe from their own universe.
Does that sound crazy? Yes it does, but bare with me, because my follow-up to this will either make it sound MORE ridiculous, or will make perfect sense out of it. Okay so let's see if I can describe this without sounding like a crazy person, because it's gonna be difficult. So when Arceus was born, it created these one-eyed Pokemon called Unowns.
With these thounsand little creatures, it shaped the entire universe.
